1. Check in Device Manager
Go to Control panel> Device Manager>System Devices, find the hardware named "Intel(R) Management Engine Interface".

2. Use an antivirus software to scan your computer

3. Use Windows update to fix this problem
Run the Windows update to fix this problem, and then you can click Start button, to shut down the computer. If it still fails, follow these steps to shut down.
Open Windows control panel, select Trouble Shooting>Fix Problem with Windows Update, and Trouble shoot as Administrator. If this has fixed your problem, you can shut down your computer.
4. Check in the System Configuration
Type msconfig in the research box, click the msconfig and open it.
In the System Configuration window, check in the general tab.
In the Selective startup options, uncheck the selection of Load startup items.
In the Services tab, check the option of Hide all Microsoft services, click OK and then click Restart.
Then you can try to shut down the computer. If it still fails, reopen the System Configuration and select the Normal startup in General tab.
5. Upgrade the BIOS
BIOS is short for Input/Output System, it is used to initiate startup and shut down the computer. If you have rule out all the above problems, you can find a BIOS upgrade available on the website.
